Our Leadership Team

The Central West LHIN is lead by a dedicated team of senior leaders with extensive expertise in their respective areas of specialty. 

 Scott McLeod


Scott McLeod, Chief Executive Officer 

Scott has over 25 years of health care management and planning experience in a variety of heath-care settings, including hospitals and regional health authorities in Alberta, Manitoba and Ontario.  Scott was most recently Vice President of Strategy and Business Transformation at Trillium Health Centre in Mississauga.  As a member of the Senior Team, he was accountable for the overall results and performance of a portfolio of departments including Strategy and Program Planning, Strategy Management Office, Emergency Preparedness, Research and Evaluation, Redevelopment, Communications and Marketing and Regional Ethics Program.  He led the development and execution of a new corporate strategic plan which was successfully rolled out across the organization.  In his role he developed the “integration white paper” that ultimately led to the Board consensus on the need to merge The Credit Valley Hospital and Trillium Health Centre.  

Prior to joining Trillium, he was the Senior Director of Planning, Integration and Community Engagement for the Mississauga Halton Local Health Integration Network and developed the first Integrated Health Services Plan based on broad community and stakeholder engagement.  He also served as the Director of Planning and Executive Director for the Halton-Peel District Health Council and as a Senior Consultant with the health-care consulting firm of Agnew Peckham.  

Scott is a progressive results oriented executive with proven experience and comprehensive understanding of the continuum of health care.  He is recognized for having an open, collaborative and results-oriented approach to planning and facilitation.  Scott brings: strong visionary strategic-planning and project-management skills; a commitment to continuous quality improvement; and, recognized skills in communication, negotiation and consensus-building.  He is a sought after change agent who challenges the status quo with demonstrated ability to lead divers teams to create solutions to complex problems.  

Scott has a Masters in Health Administration from the University of Ottawa and a Bachelor of Commerce (Honours) from the University of Manitoba.



David Colgan, Senior Director of Planning, Integration and Community Engagement

David is a senior health administrator who has held positions as Executive Director with the Simcoe York District Health Council; Administrator, Corporate and Clinical Services, Faculty of Health Sciences, McMaster University; Vice President, Administration & Finance with the Clarke Institute of Psychiatry; and as Assistant Executive Director, York County Hospital. Prior to joining the Central West LHIN, David was Special Projects Coordinator with the Ministry of Health & Long-Term Care, overseeing planning and integration projects to support health system transformation.

David holds a Masters of Health Sciences degree from the University of Toronto, and a Masters of Arts and Bachelor of Arts, both from the University of Guelph.


D. Brock Hovey, Senior Director of Performance Contract and Allocation

Originally from New Brunswick- Brock has worked in the Ontario Health Care System since 1988. He has held various positions throughout his career: Vice President of Clinical Support Services and Chief Planning Officer at Lakeridge Health; Chief Executive Officer, Whitby General Hospital; Director, Accounting and Information Systems, Cornwall General Hospital; and Manager of Ambulatory Care Services at the Dr. Everett Chalmers Hospital in Fredericton, NB.

He is active in committee leadership and participation and currently is an Ontario Director of the Board of the Canadian College of Health Leaders. In 2008 he received the College’s GTA Chapter Award for Distinguished Service.

Brock obtained a Bachelor of Business Administration from the University of New Brunswick, a Master of Health Administration from the University of Ottawa and has most recently completed the Advanced Health Leadership Program at the Joseph L Rotman School of Management - University of Toronto.

Brock is a Certified Health Executive member of the Canadian College of Health Leaders.
