Our Leadership Team

The Central West LHIN is lead by a dedicated team of senior leaders with extensive expertise in their respective areas of specialty.

Mimi Lowi-Young

Mimi Lowi-Young, Chief Executive Officer, Central West Local Health Integration Network

Mimi has more than 30 years’ experience as a Senior Health Care Leader, leading systems and organizational transformation and renewal in all sectors of the health system.  Her expertise spans the acute care sector, complex continuing care, rehabilitation, long-term care and community health.

She is the founding Chief Executive Officer of the Central West Local Health Integration Network since August, 2005.

Prior to joining the Central West LHIN, her leadership portfolio included President & Chief Executive Officer of St. John’s Rehabilitation Hospital in Toronto, Associate Executive Director of the Perley and Rideau Veteran’s Health Care Centre in Ottawa, and Vice President of Member and Professional Relations at the Ontario Hospital Association.

Mimi has extensive knowledge and experience in governance and strategic development and policy, and has served on numerous not-for-profit boards including Chair of the Toronto District Health Council.  She is a recipient of the Heart & Stroke Foundation’s ‘Tony Graham Award’ for Excellence in Board Service.

Mimi is a recipient of the Dean’s Philos Award.  The Dean’s Philos Award is presented by the Telfer School of Management, University of Ottawa and recognizes individuals who have demonstrated outstanding philanthropic achievement and social commitment.

She is a Surveyor with Accreditation Canada and the Commission on Accreditation of Healthcare Management Education.  She is a longstanding member and Fellow of the Canadian College on Health Service Executives and American College of Healthcare Executives.  She is a Preceptor for Master Students in Health Administration and she is the Regent for Canada for the American College of Healthcare Executives.  She is the recipient of the Chairman’s Award for Distinguished Services from the CCHSE and the Regent-At-Large Award and the Regent’s Award of the ACHE.

Mimi holds a B.Sc. in Physical Therapy from McGill University, a Masters in Health Administration and a Diploma in Business Administration from the University of Ottawa.  She has published articles on patient education, quality management programs, and balanced scorecards and systems transformation.

 David Colgan

David Colgan, Senior Director of Planning, Integration and Community Development

David is a senior health administrator who has held positions as Executive Director with the Simcoe York District Health Council; Administrator, Corporate and Clinical Services, Faculty of Health Sciences, McMaster University; Vice President, Administration & Finance with the Clarke Institute of Psychiatry; and as Assistant Executive Director, York County Hospital. Prior to joining the Central West LHIN, David was Special Projects Coordinator with the Ministry of Health & Long-Term Care, overseeing planning and integration projects to support health system transformation.

David holds a Masters of Health Sciences degree from the University of Toronto, and a Masters of Arts and Bachelor of Arts, both from the University of Guelph.

Pat Stoddart

Pat Stoddart, Senior Director of Performance Contract and Allocation

Prior to joining the Central West LHIN, Pat was the Chief Executive Officer of Villa Colombo Services for Seniors, a long-term care facility that provides residential and community-based services to seniors of Italian-Canadian origin in Toronto. Pat has also held positions as Senior Consultant with the Hay Health Care Consulting Group, and Vice President positions at Women’s College Hospital and Peel Memorial Hospital.

Pat holds a Masters of Health Sciences in Health Administration from the University of Toronto and a Bachelor of Science in Nursing from the University of Ottawa. She is a certified member of the Canadian College of Health Service Executives, a member of the College of Nurses of Ontario, and of the Society of Graduates in Health Administration.
